Due to the Microsoft Security update 896358 users on a network who wish to view .chm help files will need to alter the registry. Microsoft has released a support page http://support.microsoft.com/kb/896358 giving various options. The following solution is from http://www.helpscribble.com/chmnetwork.html
1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then click the following subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions
If this registry subkey does not exist, create it.
3. Right-click the ItssRestrictions subkey, point to New, and then click DWORD Value.
4. Type MaxAllowedZone, and then press Enter.
5. Right-click the MaxAllowedZone value, and then click Modify.
6. In the Value data box, type 1, and then click OK.
7. Quit Registry Editor.
Another solution is to right click a downloaded file and in Windows Explorer right click on the file and left click on Properties. In Properties, left click the Unblock button. See Microsoft http://support.microsoft.com/kb/902225/ for more information.
Another option available is a programme called Emco UnLockit:. emcosoftware.com/unlock-it/download This is a programme worth downloading. Sometimes Microsoft Windows TM Shortcuts and programmes by default are blocked. With it there's an excellent chance you will unblock.
WinHlp [Winhelp] files are not affected by the 896358.
If you find that in either Microsoft Vista TM or Microsoft Windows 7 TM you are unable to view a WinHlp type file then see below and download the appropriate file.

.chm files can be opened with this programme. Check the Linux Repositories to download and install it. Many Linux distributions have this programme installed already. I haven't found a programme that will open Win-Help type files in Linux. The only advice I've seen is to decompile and create in the newer .CHM format HTM/HTML type file.

Emergency Registry Repair Procedure Note Microsoft web pages offer a variety of help. For those still using Windows 7 upgrade to Windows 11 Home or Professional. Or if your PC won't run Windows 11 think of installing Linux. Besides being able to continue using your old computer. Also you will be far better off and have a more stable, safer and enjoyable system!
Note regarding upgrading an older PC to Windows 11 you may come across "Secure Boot". Although it's possible to with a work around to install it, this is not easy to do. A technician may be needed. Several files from the Windows 11 installation .iso download need replacing with those from the Windows 10 installation .iso. You will find full information how to do this on the Internet.

This mainly happens due to having installed .net versions in the wrong order. After you use their fix you have to re-install earlier versions first before the latest .net 4.5. He recommends that you use this .net clean up tool as a last resort, however I have used this tool and it does work!

This site provides an excellent freeware free to use and free to download programme to repair Microsoft Windows TM all versions including Windows 10 and maybe 11! The programme goes through several stages. One is letting you check the Hard Disk to see if errors exist, another sfc scannow will check if all the main Microsoft Windows TM files are intact.
If for some reason you still have Windows XP you will need their installation disk. Windows Vista TM and up do not need it.

You may find that this will work for you, I did: The repair made my Windows XP and Windows 10 startup as it should. The programme lets you back up the Registry and do a System Restore. However, if your System is damaged I would not be so keen to back it up. I would first repair Microsoft Windows TM then back up the Registry and do a System Restore, but please yourself. Some people do back up everything first. I would also recommend that you do an Antivirus scan besides.
